STATEMENT BY MRS. NATHALIE BROADHURST
AMBASSADOR, DEPUTY PERMANENT REPRESENTATIVE
OF FRANCE TO THE UNITED NATIONS
TO THE SECURITY COUNCIL

Thank you, Mr. President. I would also like to thank Special Representative La Lime for her presentation and I welcome the presence among us of the Ministers of Foreign Affairs of Haiti and the Dominican Republic as well as the Permanent Representatives of Belize and the International Organization of la Francophonie.
Mr. President,
While the situation in Haiti continues to deteriorate on all levels, cholera has made its return to the island. This is even more alarming since humanitarian and medical assistance to fight this epidemic cannot be freely provided.
It is therefore with gravity that France has taken note of the appeal launched by the Prime Minister on October 6. We call on the international community to remain mobilized but also to redouble its efforts to help the Haitian nation.
Mr. President,
We share the observation made by the Secretary General in his letter of October 9. The health and security situation requires a more vigorous response from the international community. The objective must remain to support, much more effectively, the Haitian National Police who are on the front line against the gangs.
This is why France is in favor of imposing sanctions on all those who threaten peace and security in Haiti. We must increase the pressure on criminal groups, in particular gangs, those who help them and those who finance them. We hope that the work begun in the Security Council can be completed as soon as possible.
The reconstruction of an effective justice system and the fight against impunity must also be a priority if we ever hope to put an end to the violence.
Mr. President,
France will continue to urge all Haitian political actors to find an agreement leading to the organization of democratic elections when the security conditions are met. In the current context, the political class must show responsibility in order to resume dialogue and break the deadlock.
France will also continue to mobilize in order to facilitate the supply of the most vulnerable, in the poor neighborhoods of Port-au-Prince and in the provinces. The blocking of the Varreux terminal is unacceptable because it compromises the delivery of humanitarian aid and the fight against the epidemic.
Mr. President,
France cannot accept the current spiral. And we are ready to do more, with our partners. We will actively contribute to the discussions on the ongoing projects that have been presented by the United States and Mexico. We will continue to mobilize the international community as much as necessary to help the Haitian people.
